I have the honour to inform Your Excellency that the Grand Secretary Li Hung-Chang has been appointed by His Imperial Majesty the Emperor of China as his special Ambassador to attend the coronation of His Imperial Majesty the Emperor of Russia.
His Excellency is also furnished with credentials to visit the courts of Germany and England, and the President of the French Republic as Envoy Extraordinary.
His intention is to sail from Shanghai in the Messageries Maritimes Steam Ship on the 28th of March.
The Russian and French Ministers here have already made considerable preparations for honouring the eminent statesman and ensuring his comfort during his voyage; and I venture to suggest that any courtesy and attention extended to him by Your Excellency, the Governors of Hongkong, Straits Settlements, and Ceylon, and the Resident of Aden.
